I think what sadclown285 means is you should try to clean your controller a bit before trying anything drastic

To me what you are describing sounds like a short somewhere. When you say "Lifted the controllers wire" what place are you talking about? Is it where the wire goes into the controller, somewhere along the wire or where the port plugs in to the Xbox?
If it's by the Xbox controller port it may only be some dirt or debris messing up the connection. Use a dry q-tip (cotton swab) or a piece of tissue carefully in the port to clean the contacts. Then do the same on the controller plug also.
If there is a short at a specific place in the wire you could try to do a patch job on it if you've got any skill with a soldering iron and wires. After all the Xbox Controller only has 5 wires.
